Place kombu into a saucepan with water. Bring to boil and reduce the heat to medium then leave for 3-4 minutes for the kombu to soften. Drain the water and shred the kombu into smaller pieces.
Add all the ingredients for dressing together in a bowl and whisk until perfectly blended.
Add all the main ingredients (kombu, shredded carrot and cucumber) into a serving bowl and add the dressing on top.
Mixed well and let it sit for 15 minutes in the refrigerator for the best flavour.
